Hemp Flower MOQ: What Wholesale Buyers Need to Know

by Michael 02 Nov 2026

MOQ stands for minimum order quantity: the smallest amount of hemp flower a supplier will sell you in one order. For flower, that is usually counted in pounds, and the figure differs from one supplier to the next. Before you commit to any MOQ, check three things: the lab report for the exact batch, the price per pound at your order size, and whether the product is compliant in the states you ship to. This guide covers each one.

TL;DR

  • MOQ is the smallest order a supplier accepts. Hemp flower MOQs are commonly set in pounds, and there is no single industry standard.
  • A higher order size usually lowers the price per pound. Compare suppliers on the cost per gram you actually pay, not the headline price.
  • Ask for a batch-specific certificate of analysis (COA) before you meet any MOQ. Labs testing hemp for THC must be DEA-registered.
  • Federal hemp rules changed in November 2025 to a total THC standard. Confirm current status with the supplier and your own counsel before a large purchase.

What MOQ means in hemp flower wholesale

The minimum order quantity is the floor a supplier sets for a single purchase. Below it, the supplier sends you to retail pricing or declines the order. Above it, you get wholesale pricing.

Suppliers set a minimum for practical reasons. Processing, trimming, testing, packaging and shipping a batch carry fixed costs. A very small order costs almost as much to handle as a larger one, so the minimum protects the margin that makes wholesale pricing possible.

MOQ is a different thing from a quantity break. The MOQ is the entry point. Quantity breaks, or tiers, are the later steps where the price per unit drops again as you order more.

Is there a standard minimum for wholesale hemp flower?

No. No regulator or trade body sets a standard hemp flower MOQ. Each supplier decides, and the number depends on the product and the business model.

In practice, you will see a few patterns:

  • Pound-based minimums. Many wholesale flower suppliers sell by the pound, with a one-pound minimum common for flower. Treat this as a market pattern, not a rule, and confirm with each supplier.
  • Smaller entry quantities. Some suppliers offer quarter-pound or half-pound entry points so a new retailer can test a strain before buying deeper.
  • Quote-only terms. Some suppliers publish no MOQ and ask you to request a quote.
  • Mixed-case or mixed-strain minimums. Some count the total weight across several strains. Others require the minimum per strain.

A minimum also varies by product type. Flower, pre-rolls, concentrates and vapes each have their own minimums, usually counted in units rather than pounds for finished goods.

How suppliers set their minimum order quantities

The number is not arbitrary. Suppliers build it from a few inputs.

Batch size and cultivation method. Indoor flower is grown in smaller, more controlled batches. Greenhouse and outdoor harvests produce larger lots. A supplier with a limited indoor harvest may set a lower minimum on a strain to spread a small lot across more buyers, or a higher one to keep the lot intact.

Testing cost per batch. Each batch is tested. If a lab report covers a whole lot, the supplier prefers orders that move the lot in sensible pieces.

Packaging and fulfillment. Bulk bags, bulk shipping and pallet or box configurations all shape the minimum.

The buyer type. A supplier serving dispensaries and smoke shops sets a minimum that fits a store’s reorder cycle. A supplier that also supports startups and private label may set lower minimums so a new brand can carry more products without tying up as much capital.

Product tier. Premium indoor flower, greenhouse flower and smalls often carry different minimums and different prices, because their supply and demand differ.

Five factors that shape hemp flower MOQs

How MOQ, order size and bulk pricing change your cost per pound

How MOQ, order size and bulk pricing change your cost per pound

The MOQ sets the lowest order. The order size you choose above it sets your unit price. Most wholesale suppliers price in tiers, so each step up in weight lowers the price per pound.

The numbers below are an illustrative calculation, not Hemp Flower Co. prices. They show why you should convert everything to the same unit before comparing.

Order size Example price per pound Total cost Cost per gram
1 lb $1,000 $1,000 about $2.20
5 lb $900 $4,500 about $1.98
10 lb $800 $8,000 about $1.76

One pound is about 453.6 grams, which is where the per-gram figures come from.

A few points follow from this:

  1. A lower price per pound is not always cheaper for you. If a 10-pound tier saves you $200 per pound but half the stock sits unsold for months, the savings shrink. Match the tier to how fast you sell.
  2. Grade changes the price more than volume does. Smalls, mid-grade and top-shelf flower sit at different price points at the same weight. Compare like with like.
  3. Shipping and testing can sit outside the quote. Ask whether the per-pound price includes shipping, and whether COAs come with every batch.
  4. Mixed orders matter. If you can combine strains to reach a tier, your effective price falls without you holding one strain in depth.

Our guide to buying THCA flower in bulk by the pound goes deeper on tiers and how to plan a first order, and the THCA flower wholesale overview explains what the category includes.

What to check on quality and lab testing before you meet an MOQ

The MOQ is a commitment. Verify the product before you make it.

Ask for the batch COA

A certificate of analysis should match the batch you are buying, not a sample from an earlier harvest. Check that the batch or lot number on the COA matches the lot number on the product. Look at the date, the lab name and the cannabinoid panel.

Check the lab

Under USDA guidance, laboratories approved for THC testing must be DEA-registered after December 31, 2024, and USDA strongly encourages adherence to ISO 17025. Ask the supplier which lab tested the batch and whether it holds that registration and accreditation.

Read the THC figure properly

The same USDA guidance says labs must calculate and include the measurement of uncertainty when they report THC concentration. A report that shows a single number with no uncertainty is missing something you should expect to see.

For THCA flower, look at total THC, not only delta-9. Total THC accounts for THCA that converts when heated. Our explainer on how labs measure THC and THCA and the total THC calculation walk through the formula on a COA.

Check the panel

Beyond cannabinoids, a complete panel for smokable flower typically also covers contaminants such as pesticides, heavy metals, residual solvents where relevant, microbials and mycotoxins. Ask which of these the supplier tests for.

Inspect before you scale

Buy a smaller order first if the supplier allows it. Check aroma, trim, moisture and bud structure. Confirm that what arrives matches the photos and the COA. Then move to the larger tier.

Compliance to consider when ordering hemp flower in bulk

Compliance is the part of a bulk purchase that can cost the most if you get it wrong, so check it before you place the order.

The federal definition is moving to total THC

Hemp has long been defined by a limit of 0.3% THC on a dry-weight basis. States such as Illinois already define hemp by total THC, including THC and THCA, of not more than 0.3% on a dry-weight basis.

At the federal level, Congress passed changes on November 12, 2025 in H.R. 5371. The law moves to a total THC standard and sets a one-year transition before the new restrictions take effect. The same analysis says THCA flower, which converts to delta-9 THC when heated, falls outside the hemp definition once total THC counts. Separate amendments in the 119th Congress have also proposed total THC definitions that include THCA and exclude certain hemp-derived cannabinoid products.

The transition period ends in November 2026. Rules, delays and legislative fixes can change between now and your order date. Before buying a large lot, do these things:

  • Ask the supplier, in writing, how its products are positioned under the current federal definition and the states you ship to.
  • Ask a cannabis or hemp attorney in your state to review your resale plan, especially for THCA, delta-8 and vape products.
  • Check state rules for the states where you sell. They differ, and some are stricter than federal law.
  • Keep COAs, invoices and shipping records for every lot.

Our state-level resources can help you start: Is THCa flower legal?, the 2025 state guide to CBD and THCA flower and where to buy THCa flower legally.

CBD flower sits on a different footing

CBD flower is hemp that is low in THC and not intended to be intoxicating. It still needs a COA, and it still falls under the total THC testing standard in states that use it.

A short checklist for your first wholesale order

  1. Ask for the MOQ per product, and whether strains can be mixed.
  2. Ask for the price at each tier and the cost per gram at your planned size.
  3. Request the batch COA and confirm the lab, the date and the lot number.
  4. Confirm shipping terms, packaging and delivery time.
  5. Confirm how the supplier handles state restrictions on its products.
  6. Start with a sample or a smaller order, then scale.

Our perspective on MOQ

We see MOQ as a question about fit. A minimum order should let a dispensary, smoke shop or online retailer carry the right strains without buying more than it can sell.

That is why we look at wholesale as a range of products rather than a single number. Our catalog covers indoor and greenhouse THCA flower, CBD flower, delta-8 flower, concentrates and pre-rolls, so a buyer can build a mixed order around what sells in their store.

Every product we sell is lab tested, and we source transparently. We think a buyer should be able to read a COA, match the lot, and know what they are stocking before the first pound ships. Our shipping runs across the U.S., and our wholesale pricing is designed to be competitive at volume.

If you are not sure which tier suits your store, ask us. We would rather match you to the right first order than the biggest one.

FAQ

What is a typical MOQ for wholesale hemp flower?

There is no standard. Many wholesale suppliers set minimums in pounds, and a one-pound minimum is common for flower. Some offer smaller entry quantities and others quote on request, so confirm the figure with each supplier for each product.

Does a higher order quantity always lower the price per pound?

Usually, because most wholesale suppliers price in tiers. The tier still has to fit how fast you sell. Convert each quote to cost per gram and compare grades like for like.

What should I ask for before I place a bulk hemp flower order?

Ask for the batch COA, the lab name and date, and the lot number on the product. Confirm the lab is DEA-registered for THC testing, ask for the measurement of uncertainty on the THC result, and get shipping terms in writing.

That depends on current federal and state law, which is changing. Congress adopted a total THC definition in November 2025 with a one-year transition, and states set their own rules. Check the current position with your supplier and a cannabis attorney before a large order.

Can I mix strains to reach the minimum?

Some suppliers count the total weight across strains, and others require the minimum per strain. Ask before you build your order.
